Fix #1144 : Rename welcome_bot.yml to config.yml #1145

Description

Welcome bot PR was merged recently but it does not seem to be working as the name of the file is welcome_bot.yml instead of config.yml as mentioned in the official docs Updating the file name will get the bot working as expected.

Fixes #1144
