docs :add detailed steps for running the app in different os #230

Is your feature request related to a problem? Please describe.

As of the README file contains the steps for setting the application locally.The steps given for creating a virtual environment are for linux users or people using git bash in windows and people using windows command line might get confused.

Describe the solution you'd like

A detailed step by step solution for running the application in different operating systems i.e windows,linux with clear explaination.

Additional context

We could also add the solution for running the app using docker. For references you can refer to the mentorship backend README file. https://github.com/anitab-org/mentorship-backend/blob/develop/README.md
