Resize-able Text area in Sign-Up Volunteer #1096

Description

The text-area in SIGN-UP Volunteer is currently resize-able. But after an extent, one corner gets hidden and we won't be able to resize it.

Yes, but completely not. Figure out a way so that 1 corner will not hidden.
