chore: check for commit message using commit lint and github actions

Description

Developer need to check every PR follow commit message guideline, so that It is easy to manage and check which PR is responsible for what type of changes.

Fixes #1053

Type of Change:

• Quality Assurance

Code/Quality Assurance Only

• New feature (non-breaking change which adds functionality pre-approved by mentors.

Checklist:

Delete irrelevant options.
