investigate integration of Vowpal Wabbit #105

The following is from a posting by Olivier Grisel suggesting that we look
at integrating with Vowpal.  It has a BSD license but written in C.  Looks
like an interesting project though.  

This strategy is also implemented in the newly released open source
project for text classification by Yahoo Research, namely Vowpal
Wabbit:

I also think a vowpal wabbit wrapper for cleartk would make a lot of
sense even if we implement feature hashing independently in java for
use by all other models.

I would be rather interested in working on a prototype for one of
those two tasks or both but I cannot guaranty I will be able to
find the time to do so any time soon so feel free to go work
on this if you think it's relevant for cleartk and have the time to do
so.
