Add Dependabot for GitHub Actions #5

There's an outdated GitHub action in the CI config, so after this is merged we should expect to see Dependabot open a PR.

Hey @petergoldstein, thanks for the PR. However, I'm not a fan of Dependabot/automated PRs, and an older version of the checkout action should be fine.
