Add support for Debian 12 #66

Hello,

We are looking to use the or-tools-ruby gem in the official Ruby Docker image, which is currently based on Debian 12. Therefore, we require an or-tools gem that can be installed on Debian 12.

We have discovered that the installer works correctly when the binary URL and SHA256 are defined. We have added a branch for this and kindly request your review and integration.
