Parse design file #12

~This PR will be about the treatment_ratio() function.~

~This function will need information about treatments that were given in each well. The structure of this information needs to be determined.~

Rerouting this task to a new PR. Let's focus for this PR on the parsing of the experimental design.

Sooo we left this way too long @ankemt! Do you have time/energy to breathe life back into this package?

I want to work on this function, but I'm lacking a treatment file. Can you add a file to inst/extdata that would be an example of the treatment file?
