The bug is related to esrifrance.maps.arcgis.com org or imagerie.esrifrance.fr/portal Enterprise.
I logged it us a bug to understand why we had this pb may be some users will ask about the same error so we can answer to them.
I got the error when i add those Services that i configured on IGN Account.
The access mode is By Referer and i configured added wildcard to the name of my organisation esrifrance and putting the hole name. I also added IGN Server us Trusted Server.
But i didn't add ign server us specific domain us explained here.

Add a layer from the Web > Choose WMS or WMTS WMS :
