Found the problem. Apparently Windows doesn't realize that the format you're using is a graphics (picture) format. And to make life more interesting, there are a couple flags that are in a format that Windows recognizes.

I was looking at my media collection folder. I can see a bunch of audio files I'm using for my language cards, as well as pictures I'm using in my music theory deck. I can see all of the maps used by this deck, but I only see a few of the flags.
Where are the other flags stored?
(I was thinking about linking to the flags on some of my personal cards to avoid saving multiple copies of the same graphic.)
