Revert correct commit for windows flake remediation / reapply incorrectly reverted commit #16273

Working on #16253 we determined a commit that should revert to unblock CI in #16264 - then for some reason while driving git on the command line I reverted the wrong commit.

This re-applies the commit that was incorrectly reverted, and reverts the intended commit.
