add setting for showing tooltips/hints in code editor #647

@lhj5426 It was a deliberate decision to hide those because of the limited space and it sometimes prevented folks from typing code. If you found it useful, i can add a setting to enable these...

I think it's very convenient. I like to change the color and text color of Web links on different web pages. In the past (3.0.7), it was very convenient to change the color. Now 3.1 doesn't have this. But I've downgraded back to 3.0.7, and everything is the same. If developers can add a setting, it's great. I'll continue to use the old version of 3.0.7.
