initial commit; create kinetic, melodic workflows, update readme #123

Create separate workflows for different ROS distros. The workflows use Ubuntu versions corresponding to the distro releases. Implement for kinetic (with Ubuntu 16.04) and melodic (with Ubuntu 18.04)
