Add BCC to ELMAH #305

What new or enhanced feature are you proposing?
Add the capability to use BCC for emailing errorlogs.

What goal would this enhancement help you achieve?
This would allow us to hide a developers distribution list.

I have downloaded the source ELMAH-1.2-sp2-src and made changes to the attached 
file for your review as well.
