Publisher Diagnostics - Retrieve details about a topic URL returns HTTP 400 Bad Request #48

What steps will reproduce the problem?
1. Go to http://pubsubhubbub.appspot.com/
2. Publish a feed URL (e.g.
http://ssideratos.blogspot.com/feeds/posts/default
and select Publish
(Seemingly Normal Result (204-NO CONTENT))
3. Try and retrieve Publisher Diagnostics by enterring same feed URL in 
Publisher Diagnostics Section and selecting "Get Info"

What is the expected output? What do you see instead?
Expected output is information regarding the feed.

What version of the product are you using? On what operating system?
Defect occurs on google hosted hub.
Tested with same results on hub hosted in Google App Engine SDK installed 
in Windows Vista 32-bit.

Please provide any additional information below.

Tried this again this AM on the reference server and it worked this time.  I 
think 
the issue is that there has to be at least 1 subcription and/or publish/change 
notification delivery already having occured.

Will clarify with futher details.

That's correct. If there are no subscribers, the hub will completely ignore the 
topic
URL.
