SUMMARY:

No guidance is given on generating a Subscriber verify_token value. It is
not clarified whether the verify_token should be random or opaque. The term
"opaque" may be defined/reworded for clarification.

RELEVANT SECTION: 6.1

COMMENT/REQUEST:

We should suggest that it's random.
