Build ninja: warning: multiple rules generate gen\about_credits.html #1428

While trying to build 2171 with ninja or msvs-ninja toolchain always generates:

"ninja: warning: multiple rules generate gen\about_credits.html. builds 
involving this target will not be correct; continuing anyway"

Attachment contains fix (split CEF and chromium rules for credit file 
generation)
