CEF3: Mac: Mouse pointer sticks to the scroll bar in forms drop-down (select) menu if mouse moves outside the menu while dragging the scroll bar #990

What steps will reproduce the problem?
1. Download attached test file "Form_Elements.html" to local machine
2. Launch CEF client with the command line "cefclient.exe 
--off-screen-rendering-enabled --disable-accelerated-compositing"
3. Open Form_Elements.html in CEF client
4. Go to the "Select" drop-down menu and click it 
5. Drag the scroll bar and while dragging move the mouse pointer out of the 
scrolling area and release the click
6. Now move the mouse inside the drop-down list and observe

What is the expected output? What do you see instead?
The mouse should never stick to the scroll bar and should get free when click 
is released (as in Google Chrome browser). After step 5, the mouse sticks to 
the scroll bar and it moves with the mouse.

What version of the product are you using? On what operating system?
CEF client build # 1453 on Windows 7 Enterprise SP1 and MAC 10.8.3
