functions to initialise required spreadsheets #16

Create functions to create, check or update required user generated data sheets from state of the file.system.

eg. vnames.csv, metadata.csv, data.log.csv etc.

Purpose: to facilitate correct formatting of required inputs. Could even make use of widgets.

partially addressed by commit 46c4123008c55e457de184befcb193d87eebd945 but could still develop interactive UI elements for completing some manual aspects of the process.
