Magic Signatures: Need Padding #15

PyCrypto RSA doesn't have padding.  Accoring to Ben Laurie we need to provide 
this 
ourselves.  That's so we don't hurt ourselves on the pointy crypto bits.

Padding added.  Verified interop w/standard RSA crypto code in Java , PHP.
