Invalid "data: URI" format in Magic Sig Section 10.2 example #16

Section 10.2 (Magic Sigs) specifies the data: URI scheme may be
used. The example provided is as follows:

key;,RSA.mVgY8RN6URBTstndvmUUPb4UZTdwvwmddSKE5z_jvKUEK6yk1u3rrC9yN8k6FilGj9K0eeU
Pe2hf4Pj-5CmHww.AQAB"

This appears to be malformed as it contains the ';' delimiter which
according to the RFC is only included when encoding is provided:
";base64".
