[SKINNING] Allow background images to be stored at default level #490

Use 'default' lookback strategy for the 720 & sd folders

This will allow the positioning of all of the backdrops in one location, rather 
than splitting them across skins

One possible way around this is to use IMAGE_URL instead and have a central 
folder called 'wallpapers' - I played with this a bit and it seems to work OK, 
the only issue that I have is that then you have no fall through for the 
FANART_URL macro
