we need on any island military and Army, cannons, fortresses, towers, walls, etc.

This will not work through the base game. If you want to have troops on land, then it must no longer be possible to force the island to surrender just by shelling the harbor area. Wouldn't that be a huge intrusion into the base game, because it completely changes game mechanics? Does the mod loader allow such game changes @akkzockt ?

No idea, @xforce made the mod loader. Maybe he knows more about this ❓
