Binding signature of CairoRM #591

We can implement the binding signature on Felt252 and its corresponding curve in aarm-cairo, including creating and verifying signatures. Finally, we should integrate the signature creation into shielded transaction generation and integrate the signature verification (balance check) into Cairo worker in Anoma.
