Update CHANGELOG for 0.6.2 #2824

I didn't release 0.6.2 last week, but we can do it now. I've updated the CHANGELOG with the work we did last week.

Other release changes for 0.6.2 were done in https://github.com/anoma/juvix/pull/2795
