Namadillo: Vote proposal Tx should also check for RevealPk #930

Recently, RevealPk was added to the staking Tx batches when needed, however, if the first Tx a user submits for an account is a VoteProposal, it will fail if the public key has not been revealed.

Move Vote Proposal Tx into a batch before signing
Prepend RevealPk to batch if it is needed
