Some funds need to be locked for opening a chimera chain. This is mainly because open chimera chains require updating, every time quorums get updated and that can get expensive if there are many open chimera chains.

We need to figure out economics for:

Opening up a chimera chain
Killing Chimera chain
Rewards and slashing
Fees

There are two options:

We either expect a block producer to lock funds for opening up a chimera chain and receive part of the transactions fees. Once the chain is killed the locked funds are returned
Or users need to register for using this service and have to pay for it, the chimera chains will be opened using these funds. Users can use the service until the funds they contributed are all used up.
