VSTO installation not recognized by Outlook 2013 #146

When starting the setup (Win8.1 & Outlook 2013), Windows does not seem to be 
able to find the correct handler for the vsto file.

After uninstalling Outlook and re-installing with default settings, the error 
disappeared. 

Sadly this was not a full solution as I now face the same problem as descriped 
here: https://code.google.com/p/outlook-privacy-plugin/issues/detail?id=34

"The following Microsoft office solution cannot be loaded because a compatible 
version of the .NET framework is not installed:
OutlookPrivacyPlugin.vst"

I have the following .NET frameworks installed:
