Delayed Start / Auto-start #236

I'd like to have a delayed start feature. 

There are a few ways this could work: 
1) with a audible countdown based on a pre-defined delay or 
2) a notification of auto-start based on first movement of the user above a 
threshold velocity.

This could possibly be integrated with an auto-pause (or possibly at a stretch, 
as part of issue 4).

This will work as a locale/tasker plugin, then you can define any criteria to 
start/stop.
