Custom Announcement/Waypoint markers #95

Announcement Frequency - Have an option for custom time and custom distance as 
opposed to the rigid default options.

Waypoint markers - custom distance for this. 

I want to monitor "1/2 mile times" hence these last 2 suggestions. I imagine 
other people would like to monitor specific distances/times. The current modes 
are quite restrictive
