change the sampling rate #12

I'm sorry to bother you again.

I would like to perform training by changing the sampling rate. What parameters do I need to change? Is it only the parameters mentioned in issue #7 and the pad value? Also, if you know how to calculate the pad value, please let me know.

I am not sure about high sampling rate modification now. Currently, I am running out of time for modification so please stare other issue mentioned about this
