pin code option is always returning Invalid State in Win10 #5

.\cowin-cli.exe -p 441914 output 2021/05/10 10:07:36 Invalid state! running from Windows Power Shell

Fixed the issue, though list by pin code results in 'Unauthenticated access!' often.
