A missing part to scrape ! #2

We have realized with a couple of European journalists that some installations that didn't appear in the dataset. Indeed, there is a missing part to be scraped !

// The part that still needs to be scraped : http://ec.europa.eu/environment/ets/ -> Go to ETS -> Operator Holding Accounts

// The part that has been scraped : http://ec.europa.eu/environment/ets/ -> Go to ETS -> Allocations to stationary installations -> Search on your country -> Installations linked to this Allocation Table -> Compliance History, All Phases

Hey @mrchrisadams ! So kind of you !! Actually the world is full of helping hands. Nathann Cohen, a skilled computer scientist, took some of his spare time to give a hand scraping the 236 missing plants. The result is here ("All Operator Holding accounts") : https://www.steinertriples.fr/ncohen/data/EU_CO2_LOG/ The data I scraped had 14 769 rows (ie plants). The data he scraped has 15 505 rows. So we're good to go. \o/
