pre-figure base path in shapefile_cmd & pass it to shp/dbf open/create #50

Rather than figuring the base path retroactively after opening the input path, which is reliant on figuring the same way as shapelib. better to save the version we give to shapelib.?

Since the flush cmd was removed in 7c690215373327e4ee57a28af58ffb87aa7724f4, the file path is now saved merely as a convenience, so the exact form that was provided is what's kept. No processing necessary.
