Add crate: CRATE #28

Please add crate revonet to category: Meta­heuristics

The crate contains implementation of the real-coded genetic algorithm for solving optimization problems and training of feed-forward neural networks.

@yurytsoy Thanks for your crate suggestion. Would you be willing to try to make a PR? All you need to do is edit https://github.com/anowell/are-we-learning-yet/blob/master/_data/crates.yaml and create a PR from it. Github makes this really easy. Give it a shot?
