adding irq plugin. there is a generic way, and one which is there to alias the interrupts.

Hi @einsiedlerkrebs, thank you for the PR. However, IMO only genericPerSecond graph is really valuable as default IRQ plugin configuration. I would suggest removing per-minute and total-count plugins because they don't provide additional insight to the data. Configuration example is a great idea and should stay, but again, only for per-second. What do you think?
