Avoid to download already downloaded files (even if deleted) #114

The settings interface should provide an option for that

Shareaza only allows filtering for files shared (in the library) and for ghost files. I want to implement a filter to exclude (in search results) files already downloaded (even if deleted) and files already in the download queue.
