Export to Github fails to included all issues #227

What steps will reproduce the problem?
Export to Github

What is the expected output?
All issues should be imported (226 at last count)

What do you see instead?
29 issues imported

Additional information?
Speculation: all issues must be Accepted on Google Code and assigned to a 
developer? Or some other combination of attributes?

Just took a few more tries. Finally succeeded after I deliberately avoided 
looking at Github repo unti after receiving the completion notice io my email. 
Perhaps even viewing the partially exported repo was interfering with the 
export?
