Refactor test.el to use ert #4

Hi: I've refactored the test.el file to use ert and added travis ci configuration: https://travis-ci.org/marsam/emacs-libpq/

I think you need to sign in into travis and enable this repository to make it work.

Hmyes, not sure when I come around to take a closer look at travis-ci. Can't hurt to have the file in though.
