UTF-8 characters did not import correctly. #135

original dictionary was in spanish with spanish characters (UTF-8), after
import, none of the UTF-8 characters are showing properly. See attached
screencap

Also, t1 classifications were not imported properly:

The correct index should be:

What file format is it? I guess it is CSV. I need to see that file. A few 
records
from it.
