Unable to delete file - only if using dropbox

What steps will reproduce the problem?
1. add a file
2. click on file to bring up dialog with download and actions button
3. click on actions to bring up options dropdown
4. click delete
5. delete file box appears asking for yes/no confirmation
6. click yes
7. file remains, is not deleted
8. If file is dragged to the Dropbox and deleteted from there using the Actions 
dropdown in the dropbox, the file IS deleted from both the dropbox and 
directory.

What is the expected output? What do you see instead?

I would expect the file to be deleted without having to drag to the dropbox to 
do it

What version of the product are you using? On what operating system?

1.8.4.4

Please provide any additional information below.

I have set the file directory to be outside the web root.
