Add support for Azure app config service

This feature should be used to get/set values/labels on the Azure app config service to allow central configuration location for all services from the Ansible and up to the configuration level.

It would be nice to have a similar setup as for azure keyvault, where you can manage the appconfig, manage key-values with labels etc, and snapshots. At least similar to azure.azcollection.azure_rm_keyvaultsecret and azure.azcollection.azure_rm_keyvaultsecret_info
