Able to manage consul agent token #3608

Summary

H! I could not find anything similar in the documentation.

https://www.consul.io/api-docs/agent

and concrete https://www.consul.io/api-docs/agent#update-acl-tokens

PUT /v1/agent/token/default

it the same that consul acl set-agent-token default "<dns token>"
