odbc: tests not working on Arch Linux #4267

Summary

Currently the tests for odbc do not work on Arch Linux, which is supported in CI since #4222. The PostgreSQL setup works fine, but I couldn't figure out (without spending too much time) how to install an ODBC driver for PostgreSQL.
