[proxmox_kvm] Implement ciupgrade parameter #8119

Summary

Please implement the ciupgrade parameter that links to package_upgrade: true/false If cloud-init is used with an ISO file, it can cause the loop device to run out of storage!

Or at least change the default of package_upgrade to false
