Deprecate collection as discussed in Should we remove community.network from the Ansible community package?.

@Andersson007 @felixfontein I think this isn't really OK already. Do you have any ideas how to improve this?

BTW This PR fails with action plugin has no matching module to provide documentation for some plugins. I don't think we should fix this, but can we ignore this somehow?
