CI: add --changed to ansible-test command #131

SUMMARY

If we add --changed to all ansible-test invocations in https://github.com/ansible-collections/community.proxysql/blob/main/.github/workflows/ansible-test-plugins.yml we would limit the runs with only changed targets.
