This issue relates to #139 in which I disabled 20.04 from being tested with ansible 2.14 and devel.
This issue has been raised to consider if it's appropriate to leave 20.04 out of 2.14/devel integration testing, or, as a reminder to look into targetting the target testing container via IP. Felix had some great suggestions at the bottom of #139 .

I've disabled 20.04 from 2.14 and devel as @felixfontein (thanks heaps) suggested that the
issue maybe that Ubuntu 20.04 uses python 3.8 but ansible-test requires 3.9+. Ansible-test
therefore uses a controller and target container which is probably why we can't hit it with
localhost in rabbitmq_publish.
