Add support for '/queue type' path #274

SUMMARY

Add support for partially implemented '/queue type' path.

RouterOS includes a number of default queue types that cannot be modified or removed, meaning that to use 'handle_absent_entries' additional work must be done to ensure those are included in the api_modify data.

I know dynamic and default entries are supposed to be ignored by api_info and api_modify, but I haven't worked out how to make that work on this path.

I have tested each type in both RouterOS versions to ensure basic configurations work, but I won't include that output here as its quite a lot of text.
