[Enabler] Add Python 3.13 to super-share #1806

Need to add python 3.13 to the super share, as well as to the faststart and EC scripts, and pointing Jenkins to that as an option.

re-used 3.8.2 (rocket) for 3.13. Changed mout_table in old system, proposed change in AC system (#1807)
